Did they abolish slavery or say that some slaves could be kept because a percentage of slaves had no intrinsic worth or humanity?
Arguably (judging from the Wikipedia article http://en.wikipedia.org/wiki/Slavery_Abolition_Act_1833) the answer is that abolition was incrementalist:(eg) slaves older than six were initially not freed; slaves held by the East India Company were not freed.
